Meet Your Instructors

Chou Moua brings experience in research, monitoring and evaluation, program management, and international development to PFund. A son of Hmong immigrants, his academic pursuits have brought him to research and work Hmong diaspora in East and Southeast Asia. He has experience in the Department of State, Department of Commerce, and as a Human Rights investigator.

Rebecca Waggoner is an innovative nonprofit leader with outstanding communication, training/facilitation, and program management skills. She has a deep commitment to developing and implementing effective strategies to improve social, political and economic climates for LGBTQ+ and Allied individuals and organizations. She has worked at every level of program development/management with community-based programs for over 20 years. Previously the Director of the Anti-Violence Program at OutFront Minnesota, she is currently the Executive Director of Quorum, Minnesota’s LGBTQ+ and Allied Chamber of Commerce.
